A catch basin covered in leaves and overgrown grass might look like a natural dip in the yard. Filling it with soil or mulch will instantly disable the yard's water management system.

What becomes expensive if wrong?

If you bury a catch basin and grading path, the next major storm will flood the yard and potentially your foundation. Digging out saturated mud and replacing ruined landscaping is costly.
